“The biggest hurdle is the size and nature of the proposed change,” said John Cappetta, vice president at the non-profit Council for Economic Advisers.

“There’s an argument for creating a very flexible approach, but a more complicated approach would require some new policy. All of this seems like a complex proposal.”

To implement a wage-and-hour law, employers must pay workers at least the same pay as employees who work at other companies. The proposed legislation would apply the federal $10.10 per hour exemption for workers and $13.90 per hour deduction for other non-hourly workers to the labor market, Cappetta said.
